Uzbekistan–Korea: A New Stage in Vocational Education. A memorandum was signed between the "TIIAME" National Research University, Keimyung College University and the Agency for Vocational Education.

In order to ensure the implementation of Resolution No. PD–122 of the President of the Republic of Uzbekistan dated April 2, 2026, and to develop the vocational education system at an international level, an important international meeting was held on April 24, 2026.

The meeting was organized at the Agency for Vocational Education under the Ministry of Higher Education, Science and Innovation. Representatives of the following institutions participated:

  • the Agency for Vocational Education,

  • the “Tashkent Institute of Irrigation and Agricultural Mechanization Engineers” National Research University,

  • Keimyung College University (South Korea).

Main outcome: A trilateral memorandum was signed

At the end of the meeting, within the framework of the international program “LUPIC – Leading Universities Program for International Cooperation (2024–2029),” a trilateral memorandum was signed between "TIIAME" National Research University, Keimyung College University and the Agency for Vocational Education.

The event was attended by Azimjon Khusanov, Director of the Agency for Vocational Education under the Ministry of Higher Education, Science and Innovation, along with agency representatives, Associate Professor Guzal Eshchanova of "TIIAME" National Research University, and international experts from Keimyung College University, including Lee Dongjun, Lee Sungha, Kim Yelim, Nam Jisung, and Park Jiyeon.

Strategic Directions of the Meeting

1. Development of the DEISC Center

The activities of the Digital Education Innovation Support Center (DEISC) within the university will be elevated to a new level.

Within the DEISC Center:

  • professional development of technical school teachers will be improved,

  • international training programs (online and offline) based on the advanced experience of the Republic of Korea will be organized,

  • digital education technologies will be introduced,

  • practice-oriented teaching methodologies will be developed.

The DEISC Center is being shaped as an international methodological and innovation platform for vocational education.

2. International Training and Professional Development Programs

With the participation of Korean experts:

  • joint training programs,

  • professional development programs for educators,

  • practical seminars and workshops will be implemented.

It was also emphasized that Prof. Lee Sungha from Keimyung College University and Associate Professor Guzal Eshchanova of "TIIAME" National Research University are responsible for coordinating DEISC activities, and cooperation tasks were thoroughly discussed.

Main Objectives

The meeting and memorandum serve the following strategic directions:

  • improving the quality of vocational education,

  • accelerating digital transformation,

  • training specialists in line with labor market demands,

  • expanding Uzbekistan–Korea educational cooperation,

  • integrating international experience into the national education system.

This cooperation fully aligns with the priority tasks outlined in Presidential Resolution PD–122, including:

  • modernization of the vocational education system,

  • development of dual education,

  • strengthening practice-oriented education in technical schools,

  • expanding international educational programs,

  • improving the system of teacher professional development.

The signed trilateral memorandum will serve as an important strategic document for:

  • bringing the vocational education system to international standards,

  • widely introducing digital innovations,

  • elevating Uzbekistan–Korea educational cooperation to a new level.
