Uzbekistan–Korea: A New Stage in the Development of Vocational Education

On April 24, 2026 an important international meeting was held at the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan. The meeting brought together representatives of the Agency for the Assessment of Knowledge and Competency under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, “Tashkent Institute of Irrigation and Agricultural Mechanization Engineers” National Research University and Keimyung College University, with the aim of developing the vocational education system at an international level.

International experts from Keimyung College University Lee Dongjun, Lee Sungha, Kim Yelim, Nam Jisung, and Park Jiyeon participated in the meeting, along with Associate Professor Guzal Eshchanova from the "TIIAME" National Research University, Nasim Lutfiyev, Director of the Scientific-Educational Practical Center of the Agency for the Assessment of Knowledge and Competency under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan and Chief Specialist for Marketing and Planning, PhD, Associate Professor Nargiza Khaliqova.

During the meeting, within the framework of the international program “LUPIC – Leading Universities Program for International Cooperation (2024–2029),” a trilateral memorandum was signed between "TIIAME" National Research University, Keimyung College University, and the Agency for the Assessment of Knowledge and Competency.

As part of the memorandum on digital education cooperation and the DEISC (Digital Education Innovation Support Center), key directions were identified for developing the activities of the DEISC center within "TIIAME" National Research University:

  • improving the qualifications of technical school teachers,

  • organizing international training programs based on Korean experience (online and offline),

  • introducing digital education technologies,

  • developing practice-oriented teaching methodologies.

One of the most important areas of cooperation identified was the introduction of a MULTILEVEL certification system and an assessment system.

These systems will:

  • enable step-by-step evaluation of the competencies of teachers and technical school graduates,

  • create certification systems aligned with international and national standards,

  • improve the quality of education.

Additionally, based on the rich experience of the Knowledge and Competency Assessment Agency:

  • modern assessment mechanisms will be introduced in the admission process for technical school students and graduates,

  • systems for fair evaluation of knowledge and skills based on international standards will be strengthened.

Within the framework of the “2+2” international education program, implemented jointly by "TIIAME" National Research University and Keimyung College University, students will have the opportunity to study for 2 years in Uzbekistan and 2 years in South Korea. This system will contribute to training competitive specialists at the international level.

This cooperation will help:

  • improve the quality of vocational education,

  • accelerate digital transformation,

  • train specialists in line with labor market demands,

  • integrate international education and assessment systems,

  • further expand Uzbekistan–Korea cooperation.

The signed trilateral memorandum will serve as an important document in elevating Uzbekistan–Korea educational cooperation to a new strategic stage by introducing MULTILEVEL certification and assessment systems in vocational education, developing the DEISC center at the university, and expanding the “2+2” international program.
